Founded in 2008, Hmong Youth and Parents United (HYPU) is a 501(c)(3) nonprofit organization dedicated to empowering underserved communities in the Greater Sacramento Area, with a primary focus on the Hmong community. HYPU offers culturally responsive educational, social, and economic programs for youth, adults, and seniors. Work Description

The Program Manager works under the Director of Programs. The Program Manager will be responsible for supporting HYPU programs and other HYPU projects, grants, and staff. The Program Manager oversees the fulfillment of programming and organizational goals. The ideal individual must be able to support multiple projects/programs to achieve goals and objectives and meet related key deliverables.

Roles and Responsibilities

● The Program Manager will assist and/or lead in developing strategic community programs that measurably improve the education, opportunities, and well-being of youth and families in the communities served.

● The Program Manager will support program design and implementation, requiring assessment, research, and analysis, and will assist with coordinating, engaging, and collaborating with community partners and internal stakeholders to align community needs and business imperatives, and to identify and deploy resources that support HYPU’s programming.

● Manage administrative and technical work, including the development of medium- and long-term development, program improvement, or strategic plans consistent with the goals and priorities established at higher levels.

● Works closely with the Program Director on Grant opportunities and the development of new projects to support programming.

● The Program Manager is distinguished from program coordinators and aides in that the Program Manager is responsible for the administration and management of major complex programs and projects with high visibility and substantial community and organizational impact.

● Monitors and evaluates HYPU’s Programs and Projects.

● Prepare presentation and Cultural Sensitivity Training guides as necessary to affiliates, trainers, presenters, and the public.

● Supports the development and management of program and training budgets.

● Ensure the smooth delivery of the project and provide program fidelity oversight; mentor Program Coordinators and Aides; and take on on-site supervisor responsibilities, assigning proper training and direction to staff.

● Oversee the Program Participant’s roster; Guide peer-to-peer mentorship with Program Coordinators and Program Aides, and update as needed.

● Coordinate and lead Outreach for local public entities, and maintain open communication with them.

● Support in the planning of large events.

● Responsibilities require work beyond typical program or project management work.

● Manage grants, budgets, and expenses, ensuring compliance and reporting

● Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification

Qualifications, Skills, and Abilities

●Bachelor’s degree or 4 years of equivalent experience

● Must have a minimum of 2 years of work experience in a similar position or field.

● Must have a valid California Driver’s License with current auto insurance and reliable transportation.

● A complete understanding and strong desire to support the mission of HYPU and the Hmong community.

● Physical and Emotional Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job

● A Program Manager should have excellent planning, communication, and leadership skills.

● Strong management skills with at least three years of proven leadership, financial planning, strategy, and performance management.

● Thorough knowledge of community issues and existing methods of interventions to address program development and education needs of underserved and marginalized communities.

● Working knowledge of the functions and services of local agencies and community organizations.

● Project Management - Develops project plans; Coordinates projects; Communicates changes and progress; Completes projects on time and budget; Manages project team activities.

● Ability to analyze complex information, conduct research, and prepare reports.

● Adaptability - Adapts to changes in the work environment; Manages competing demands; Changes approach or method to best fit the situation; Able to deal with frequent changes, delays, or unexpected events.

● Ability to prioritize multiple assignments and meet conflicting deadlines within a dynamic environment.

● Ability to handle sensitive and confidential materials in a professional manner.

● Will be required to attend community events/meetings on weekends and in the evening.

● Demonstrated technology skills, including knowledge in both Microsoft Office Platform and/or Google Drive Platform
